Usage Requirements
1.0 Introduction
1.1 Purpose
The purpose of this standard is to define and regulate usage of the MnSCU telecommunications infrastructure in support of the MnSCU mission.
1.2 Background
Unrestricted usage of an organizations telecommunication services can result in unjustifiable drain on allocated resources. Liability concerns may arise when telecommunication services are used in a manner inconsistent with acceptable usage policies. Telecommunication standards define service offerings, and set measurable requirements for authorized usage based upon justifiable business needs.
2.0 Scope
2.1 Users
This standard shall apply to all users of the MnSCU telecommunications infrastructure
2.2 Systems
This standard shall apply to all components of the MnSCU telecommunications infrastructure, including devices and services
3.0 Telecommunications Devices
3.1 General
- Information stored within telecommunication devices shall be governed by the requirements of the Data Protection Standard.
3.2 PBX
PBX lines shall be considered controlled assets.- Line activation shall be approved by the Information Security Manager or designee.
- Line de-activation shall be approved by the Information Security Manager or designee.
- PBX equipment shall reside within a high security perimeter
- PBX MDF shall reside within a high security perimeter
- PBX Management Terminals shall reside within high security perimeters.
- Yearly audits shall be performed to reconcile line records.
- Audit records shall be maintained for review
3.3 Modems
ALL modems shall be considered controlled devices:- Modem deployment shall be approved by the Information Security Manager or designee.
- Modem removal shall be approved by the Information Security Manager or designee.
- Yearly audits shall be performed to reconcile modem records.
- Audit records shall be maintained for review.
3.4 IP Phones
- IP Phone deployment shall be approved by the Information Security Manager or designee.
- IP phones shall be deployed on separate VLANS or separate networks.
- IP phones shall be deployed using RFC 1918 non-routable IP addresses

- Voicemail accounts shall be protected from unauthorized access or modification

- Long distance service shall require an authorization mechanism
- Long distance service shall be accountable to individual user.

Only authorized users shall be allowed to use the MnSCU telecommunications system and services.
5.2.1 Employees
Employee telephones shall have access to telecommunication services justified by business requirements.

Publicly accessible telephones shall be limited to local and toll free calls
5.3 Authentication
User authentication shall be required for the following services- Long distance
- Voice mail
- Conference calling
5.4 Accountability
Accountability shall be maintained for the following services- Long distance
